It is held down with 3 allen screws, from the description: " Mount Easily Slides on to Side Mount Rail and Clamps down With Three Allen Style Screws for a Secure Mounting Base."

David, No this mount is not QD. There are 3 allen screw fasteners on the bottom of the mounting portion of the mount to fasten to your AKs side rail.

David, 3 Allen Screws retains this Rail so it is not Quick Detach. Takes about a minute with proper Allen wrench though.
