I know my mother did not have the easiest time with the slides on these pistols. Obviously, brand new it will be a little more stiff but should smooth out. best thing to do is try and get her hands on one at a local guns shop and get a good feel for it. Or buy it for her and if she can't operate it, then you just take it, and on to the next one.
The 9mm is much easier then the .45 version. As long as she's over 100lbs, she should have no problem operating it.
If this is pistol to carry it may be a good idea to get a revolver if she has problems racking the slide. If she is determined to have a semi auto pistol the Glock is a good choice. While racking she can try the " push pull" method to make it easier. Definetly as was mentioned above, go to a range and try out a few different brands for the best fit and feel.
