No steel cased ammo is not harmful to any handgun. Most steel ammo is made with the same specs as regular brass or aluminum ammo. The only difference is steel cannot be reloaded. They are also made to be very affordable to be able to shoot. The only problem with steel cases is some guns can be picky and jam occasionally with steel cases, otherwise they are good ammo. Many shooting ranges often refuse to allow you to shoot anything other then brass cased ammo, not all, but many. Check with your range before buying 1,000 rounds you may not allowed to used.
